We would require that you have a CTO or Technical Lead, however if you don’t have one of those (like most non-technical people), don’t worry just yet. Start with a technical advisor, which you can find through networking or through meeting people at conferences etc.
Hack-a-thons and Meetups are a great way to meet technical people, and so long as you always offer something to a person you meet before you ask them for something, you’re bound to find success.
Unfortunately, eWorker requires companies to have a technical lead in place, unless of course you are hiring a CTO, Technical Lead, CTO, HOP or an Engineering Manager.
